Risks of forming two governments in Sudan

Amid the ongoing military confrontations between the Sudanese Army and the Rapid Support Forces since April 2023, and with regional and international efforts failing to bring the warring parties to a ceasefire or a conflict resolution agreement, the Rapid Support Forces have threatened to form a government if the Sudanese Army refused to continue on with the negotiation talks. As RSF advisor, Pasha Tabiq, claimed that establishing a civilian government in Khartoum is essential for the current phase and to alleviate the suffering of the Sudanese people.

The prospect of forming two separate governments under each party’s controlled regions highlights the severe political division in Sudan and the failure of regional and international efforts to resolve the Sudanese crisis politically. Both sides remain entrenched in their ceasefire demands, making it crucial for Sudanese political forces and regional and international stakeholders to exert more pressure on both parties to prevent the formation of dual governments and the entrenchment of power division, as this would likely escalate both political and military tensions.
