Italy has launched a new strategy towards Africa under the name “Mattei Plan,” named after the founder of the energy company Eni, “Enrico Mattei,” who is credited with diversifying supplies to ensure energy security for industrial, social, and economic development in Italy after World War II. The plan presented during the “Italy-Africa” Summit focused on several main areas of cooperation between Italy and African countries, including education, training, health, agriculture, water, energy, and trade.
Given the current issues in Africa and Europe, this raises major questions regarding the strategy’s ability to achieve its primary goal of reducing irregular migration flows.
